University Program at Jilin University (2021)
1. Introduction:
Chinese Government Scholarship-Chinese University Program is a full
scholarship set up by China’s Ministry of Education to support prestigious
Chinese universities to recruit outstanding international students for graduate
studies in China. Jilin University, one of the designated Chinese universities and
Jilin University is entrusted by the Education Ministry of China as one of the
institutions to award Chinese Government Scholarships to international
students. The university sincerely welcomes all outstanding international
students to come to JLU, pursue their education and conduct research work.
2. Scholarship Coverage:
2.1 Full scholarship
2.2 Exempt from tuition fee;
2.3 Accommodation of the international students shall be arranged by the
university in the first year. The student will live at the campus dormitory. In
principle, master’s degree students live in double rooms, doctoral degree
students live in double rooms while they are studying Chinese Language and
single rooms when they start their major study. From second year, the
accommodation fee will be sent to international students themselves by the
university at the following rates: Master Degree Students: 700 RMB/ month,
Doctor Degree Students 1000 RMB/ months, if there is excess will be borne by
the student.
2.4 Comprehensive medical insurance. (Please visit http://en.lxbx.net/#slide1 and

students provide for Chinese Government Scholarship students).
2.5 Monthly living allowance:
3,000 RMB/month for master’s degree students.
3,500 RMB/month for doctoral degree students.
3. Eligibility:
3.1 Applicants must be non-Chinese citizens in good health and not studying in
China at the time of application.
3.2 Education background required and age limit: Applicants for Master’s degree
studies must hold a Bachelor’s degree and be not older than 35; Applicants for
Doctoral degree studies must hold a Master’s degree and be not older than 40.
3.3 Applicants should not be holding any other scholarships.3.4 I don’t have degree: Then you must submit an official pre-graduation certificate
issued by your current university stating your student status and expected
graduation date, and bring the official degree diploma for registration if
admitted.
4. Language proficiency requirement:
4.1 English-instructed programs: Applicants whose native language is not English
need to provide score report of English language proficiency test (a score above
IELTS 6.0 or TOEFL Internet-based 80 or equivalent), or a certificate from
former university that the previous degree is taught in English, or a certificate
indicating the applicants have studied in an English-speaking country for more
than one year.
4.2 Chinese-instructed programs: Applicants need to provide the valid certificate
of HSK level 4 (≥180) or above. If the intended program requires a higher
Chinese language proficiency than HSK level 4, applicants can apply to take oneyear Chinese language training course and start the major study after meeting
the requirement of Chinese proficiency.
5. Supporting Category and Duration:
5.1 Supporting Category. This scholarship only supports graduate students.
5.2 Duration. This scholarship only supports master's students for no more than 3
academic years or doctoral students for no more than 4 academic years. The
scholarship covers both major study and Chinese language/preparatory study,
as specified in the Admission Letter. For Chinese government scholarship
applicants for Chinese-taught programs, before entering major studies, the
university may add one year of Chinese study according to the applicant’s
Chinese proficiency.
6. Deadline:
January 15, 2021 to April 23, 2021
7. Application Procedure:
7.1 Step 1. Applicants are required to log on application online system of CSC to
register and fill in the form， download and print Application Form for Chinese
Government Scholarship with signature(Project type is B; Agency Number is
10183).

7.2 Step 2. Applicants are required to log on application online system of Jilin
University to register and fill in the form， download and print Application Form
for Foreign Students to Jilin University with signature.
Jilin University Application Portal Link: (http://apply.jlu.edu.cn).7.3 Step 3. Submit all your application documents (including the Application Form
for Chinese Government Scholarship) in the Jilin University Online Application
System before the deadline.
7.4 Hard Copies: We need to receive your application material before April 23,
2021, after this date we will refuse to handle your documents. Please submit all
the materials (Two paper versions required for each material) in the order as
listed above; only the materials mentioned above are required. Blurry or
incompletely filled materials will not be accepted and all materials will not be
sent back to the applicant, admitted or not, please understand.
7.5 Note:
1. Please note the duration of scholarships, specified at the time of admission,
shall not be extended.
2. All scholarship students are required to participate in the Annual Review after
entering the university, and the results of the review will be used to confirm
whether the scholarship will be funded, suspended or cancelled for the next
academic year.
8. Required Application Documents:
8.1 CSC Application Form for Chinese Government Scholarship (in Chinese or

8.2 University application Form downloaded after applying in the University portal
(http://apply.jlu.edu.cn/).
8.3 Copy of Passport Home Page: If you do not have a passport can leave it
temporarily. If you have must provide it.
8.4 Degree diploma:
Notarized English translate version photocopy of Highest Diploma (Graduation
certificate or Degree certificate) If applicants are university students should also
provide Pre-graduation certificate by current university stating your student
status and expected graduation date and re-submit the graduation certificate or
diploma before June 30, 2021.
8.5 Academic transcript:
Transcripts of all courses at the Undergraduate and Postgraduate level,
Transcripts in languages other than Chinese or English must be attached with
notarized translations in Chinese or English.
8.6 Two academic recommendation letters.
Two letters of recommendation required. The recommendations should be in
Chinese or English by experts with a professional title of Full Professor or
Associate Professors, must have signature, contact email address and phone
number of issuer. (Template can be download from here).8.7 A Study Plan or Research Proposal: (English or Chinese)
This study or research plan should be in Chinese or English, not less than 2000
words. The content should include the following aspects: Why choose China or
Jilin University to study; The basic knowledge reserve of the applied major; The
existing research results in the applied professional field; Academic expertise or
advantages of applied major; Research directions that are interested in applied
major; Personal future academic or work plans. (Template can be download from

8.8 Research Results:
Abstract of graduation thesis from the previous study stage and introduction of
the instructor; copy of the cover, catalog and thesis page of published thesis;
certificate of invention, patent and other supporting materials.
8.9 Foreigner physical examination form: (Copy)
Foreigner Physical Examination Form filled in English or Chinese. The medical
examinations must cover all the items listed in the Foreigner Physical
Examination Form. Incomplete records or those without the signature of the
attending physician, official stamp of the hospital or a sealed photograph of the
applicants will be considered invalid. The medical examination results will be
valid only for 6 months. (Template can be download from here).
8.10 Proof of non-criminal record:
The applicant shall submit a valid certificate of Non-Criminal Record issued by the
local public security authority, usually issued within 6 months prior to the
submission date of the application. If applicants from individual countries cannot
provide it, please contact our university to sign the No Criminal Record

8.11 Acceptance Letter:

8.12 Application Fee:
There is no application fee of Jilin University for Scholarship program.
8.13 Resume:

Note1: Scholarship winners must bring the original copies of the application
documents for registration. Applicants who submitted the pre-graduation
certificate when applying must bring the official diploma for registration;

original copy is in a different language, a notarized translated copy in Chinese or
English must be submitted.

1. After reviewing materials, all applicants will be arranged video or telephone
interviews, special majors will arrange online written examinations. Applicants
should accurately fill in their email address, telephone number and address. During
the admission period, applicants must reply to our university’s emails in time.
Applicants who fail to respond to the emails in time or fail to take the written test or
interview within the specified time are deemed to have given up.
2. Once admitted, students are not allowed to change their study major, study
period and teaching language.
3. The admission result is expected to be announced before August 15, 2021. Please
log on to the website of College of International Education of Jilin University for

4. University will mail the Admission Notice and the Visa Application Form for
Foreign Students (JW201 and JW202) to the admitted students according to the
mailing address applicants filled in the Application Form for Foreign Students to Jilin
University. Our university is not responsible for the failure to receive admission
materials. University will not register for non-study visa holders.
5. Admitted students should register strictly in accordance with the time and place
specified in the Admission Notice, usually in the beginning of September. Those who
are unable to report to JLU on time due to some reasons should submit application
in written form and supporting documents to the College of International Education
for deferment of registration, which is to be approved by the College of International
Education. Normally the registration can be postponed for up to four weeks. Those
who do not report to JLU on time without prior notification, those whose application
for deferment is not approved, and those who are approved to postpone the
registration but fail to report to JLU within four weeks after deadline of registration
are deemed as waiving their admission and scholarship qualification unless their
absence is due to force majeure.
